1-Inch vs. 2-Inch Snow Triggers in St. Louis

A 1-inch trigger is usually the better fit for high-traffic properties, early opening times, steep or shaded pavement, medical uses, and sites where even modest accumulation creates operational problems.

A 2-inch trigger can fit lower-traffic properties with more schedule flexibility and a stronger preference for controlling variable event costs.

Zero-tolerance service is not simply a smaller snow number. It should separately define snow, freezing rain, frost, sleet, and refreeze response so the agreement can dispatch even when there is little or no measurable snow.

What a trigger actually controls

The trigger is the written condition that starts the contractor's obligation to dispatch. It should answer more than “when it snows.”

A useful agreement states:

  • The accumulation threshold and measurement source.
  • Whether the threshold is based on site conditions, an official observation, or another agreed source.
  • Whether ice-only events can trigger treatment.
  • Whether the property receives open-up passes during a long storm.
  • The completion target relative to opening time.
  • Whether repeat service is included when snow continues or conditions refreeze.

Without those details, two proposals that both say “snow removal” may describe different service products.

Choose 1 inch when earlier control matters more

A 1-inch trigger usually makes sense when:

  • The property opens before normal business hours.
  • Vehicles or pedestrians begin arriving while snow is still falling.
  • Pavement includes slopes, shaded areas, tight turns, loading zones, or exposed walkways.
  • Tenants or customers expect the property to remain continuously usable.
  • The operation values earlier intervention enough to accept more qualifying events.

The trade-off is straightforward: a lower threshold can create service on smaller events that would not reach a 2-inch trigger.

Choose 2 inches when the site can absorb more accumulation

A 2-inch trigger can be reasonable when:

  • The property has low traffic during storms.
  • Opening time is flexible.
  • The lot is simple, flat, and easy to clear.
  • The owner accepts more accumulation before the route is required to respond.
  • Reducing the number of billed plowing events matters more than earlier intervention.

A 2-inch plowing trigger should not silently eliminate ice response. Freezing rain or refreeze can create risk with zero plowable accumulation.

When zero-tolerance is the actual requirement

Medical offices, senior housing, some retail properties, 24-hour operations, and other high-consequence sites may need a service standard that responds to any accumulating snow or ice condition.

The scope should state what “zero tolerance” means operationally. Questions to settle include:

  1. Does pre-treatment occur, and under what forecast conditions?
  2. What conditions trigger an ice-only dispatch?
  3. How often are walks, entrances, fire lanes, and priority zones revisited?
  4. Is the goal bare pavement, passable access, or continuous treatment?
  5. Which surfaces are excluded?
  6. Who authorizes extraordinary material or hauling work?

A label without those answers is not a complete standard.

Why St. Louis creates marginal-event decisions

The National Weather Service's climatology of St. Louis describes a variable winter climate and notes that snowfall of one inch or less occurs on multiple days in many years. Normal winter temperatures also spend meaningful time near freezing.

That means the trigger can change service count even in the same winter. It also means snow depth alone is not enough: pavement temperature, rain-to-snow transitions, daytime melting, and overnight refreeze can matter more than the final snowfall total.

The decision framework we use

Score the property on five questions:

  • Consequence: What happens if the property has one to two inches on it during operating hours?
  • Timing: When do people first arrive, and how much route flexibility exists?
  • Surface: Are there slopes, shade, drainage paths, walks, docks, or tight traffic patterns?
  • Ice exposure: Does the agreement include freezing rain and refreeze, or only plowable snow?
  • Budget: Does the owner prefer variable per-occurrence spend or a defined seasonal program?

The trigger should follow those answers. It should not be copied from the previous contractor simply because it was already in the old agreement.

Compare proposals with the trigger normalized

Before deciding one bid is cheaper, compare both at the same trigger, service window, ice scope, walk scope, and documentation standard. A higher-trigger proposal may cost less because it requires less service, not because the contractor is more efficient.

Not automatically. A plowing trigger based on snow accumulation can leave ice-only and refreeze events uncovered unless the agreement separately defines de-icing dispatch.
